Clerical Human Resources Services business

The Clerical Human Resources Services business comprises three sections: BPO-related business segment, CRM-related business segment, and Office services business segment.

BPO-related business segment (worker dispatching, contracting)

The BPO-related business segment, which contributes more than 70% of sales in the clerical human resource service business, is mainly staffing for BPO work outsourced by BPO vendors* and planning and proposal-type outsourced work for some parts of companies’ and municipalities’ work processes, while there are also some projects ordered directly from the final customers.

* BPO vendors: BPO is the name given to the external outsourcing of some parts of work processes by government ministries and municipalities, companies and others, including the planning and design through to implementation of work. BPO vendors are the vendors to which this work is outsourced.

CRM-related business segment (worker dispatching, HR recruitment)

CRM tries to develop good relationships between a provider of goods or services and its customers, thereby improving customer satisfaction. The Company provides services including staffing and referrals for telemarketing work outsourced by telemarketing businesses, and staffing and referrals for the contact centers of companies and others. In staffing for telemarketing businesses, it is working to increase its share of customers by dispatching teams, just like in the BPO-related business segment.

Office services business segment (worker dispatching, HR recruitment)

This business carries out staffing, referrals and planned staff dispatching, targeting generical clerical work. In staffing services among the general clerical field, competition is fierce with major staffing companies such as Persol Holdings and Pasona Group , but the Company positions this business as playing the role of capturing orders for BPO projects.

Manufacturing Human Resources Services business

The manufacturing human resource service business is conducted by the subsidiary Careerlink Factory. Approximately 50% of net sales are from services to food processing companies, while it also provides services for the manufacturing and processing industries, including for the transportation equipment, electronic devices, and medical equipment fields.


Other Services (automobile management business)

Other business is the vehicle management business of Tokyo Vehicle Management, a subsidiary of JBS.



Features of CareerLink

In its BPO-related business, experienced supervisors take the lead in team dispatching. Based on the orders issued by dispatch locations, supervisors handle task and document management, staff training and guidance, and check created materials. With team dispatching, the company dispatches supervisor-led teams to clients to handle such tasks as clerical work, inputting, and shipping at dispatch locations. This approach reduces the burden on clients in terms of onboarding, ongoing training, and task guidance, and allows a large volume of high-quality work to be completed quickly. The unique feature of the company’s Team Dispatching is its ability to start operations quickly and handle large-scale tasks. According to the company, even large projects involving more than 1,000
employees can be completed in around one month.

Moreover we uses a proprietary matching system (using an automated, web-based system) to facilitate recruiting and optimize hiring and shift requests. This system makes it possible to hire personnel quickly. Careerlink aims to go beyond the scope of worker dispatching by also engaging in initiatives to improve operational efficiency, such as by managing work shifts and through training. Compared with larger competitors, Careerlink faces difficulties in securing staff quickly due to its lower name recognition. To address this issue, the company employs a shift system to allocate resources efficiently, provides incentive-based compensation, offers training, and undertakes other measures in an effort to fashion workers (even those with limited working hours and experience) into a capable workforce.






Our strengths



Market conditions

■We expect the BPO market to continue growing driven by the growing momentum for outsourcing in public agencies and a review of business operations by private companies due to digital transformation.
■On the other hand, we expect to reach a turning point in FY 2026 when the standardization of core systems and the transition to the government cloud will have been completed in the solutions market for local governments. Nevertheless, we expect to continue seeing strong results with our target of non-IT operations.
